of the meeting of 7-21-08
A regular meeting of the Board of
Supervisors of Alexandria Township was held on the 21st Day of July
2008 at the Alexandria Township Conference Room, 610 Fillmore Street.
ROLL CALL: Supervisors present were Bryon Alstead, Jim
Casper, Joel Dahlheimer, and Roger Thalman.
Also present were Clerk Gregg Raisanen and Mona Billmark, Treasurer. As said members formed a quorum and the
meeting was convened by Chairman Thalman at 6:00 PM.
Alstead, seconded by Dahlheimer,
made a motion to adopt the agenda as presented. Motion carried unanimously.
Alstead, seconded by Casper,
made a motion to approve the minutes of the July 7, 2008 regular board meeting
as written. Motion carried unanimously.
Alstead, seconded by Dahlheimer,
made a motion to authorize payment of claims 8226 - 8236 in the amount of
$9,304.86 and to authorize the transfer of $7,200.00 from the savings into the
checking account. Motion carried unanimously.
PLANNNING AND ZONING:
Clerk Raisanen reported that
Attorney Clark had notified him indicating that Judge Battey has ordered
mediation in the Zunker case and that Mike Dolan has been selected as the
mediator. Dahlheimer, seconded by Alstead,
made a motion to schedule a special board meeting on September 16 at 9:30 am
for the purpose of mediation in regard to the Zunker Junkyard case.
ENGINEER’S REPORT: Engineer Kuhn presented three preliminary
engineer’s estimates for the drainage issue on the east side of Lake
Burgen. Cost estimates ranged from
$114,000-$123,000. All three proposed
options were located outside the recorded drainage easement on private land. Engineer Kuhn reported that this drainage
serves more than 70 lots and 130 acres of land.
The board discussed the process of setting up a subordinate service
district to assess landowners in the region for part of the cost of the
proposed improvements. Clerk Raisanen
will discuss with Attorney Haseman and Engineer Kuhn will investigate the cost
to directional bore directly within the platted easement.
Engineer Kuhn reported that the
contractor completing the sewer project along W. Lake Jessie has begun paving
and needs to repair some soft spots in the road surface.
OLD BUSINESS: Clerk Raisanen reported that two notices were
published in the Echo Press for Assessment services and no new ones were
received. He also had been contacted by
Kelly Pavek who indicated that she probably will not receive her assessor license
until September; therefore would have to work under a licensed assessor until
that time. The board directed Clerk
Raisanen to contact County Assessor Albertsen to determine if the county would
consider a two-year contract instead of the proposed 4-year contract.
NEW BUSINESS: Clerk Raisanen presented a resolution to
participate in Douglas County’s hazard mitigation plan. Supervisor Casper requested a copy of the
plan before considering the resolution.
Clerk Raisanen will contact the county.
Clerk Raisanen presented the
request by the Douglas County to use 25% of the funds in the park dedication
fund to a land acquisition in Kensington Runestone Park. The requested amount from Alexandria Township
would be $9,300.00. Alstead, seconded by
Dahlheimer, made a motion to authorize Douglas County to use $9,300.00 from
Alexandria Township’s share in the park dedication fund for land acquisition in
Kensington Runestone Park. Supervisor
Casper reported that the township currently is short of park resources and if
the township has an interest in developing new parks, it will need all the
available resources. Motion for: Alstead.
Motion against: Dahlheimer,
Casper, Thalman. Motion failed.
Clerk Raisanen presented the
following individuals to serve as election judges for the upcoming primary and
general elections: Marie Holberg, Patria
Puyear, Verla Schwendemann, Margaret Movald, Darlene O’Brien, Cindy Lund,
Annetta Knowles, Ramona Billmark, Roger Thalman, Marie Mertin, and Donna
Kohlstead. Dahlheimer, seconded by
Alstead, made a motion to accept the names submitted by Clerk Raisanen as
election judges for the upcoming primary and general elections and to appoint
Darlene O’Brien has head judge. Motion
carried unanimously.
Supervisor Casper reported that
the zoning subcommittee has met and will continue to meet to make
recommendations to the planning commission for proposed amendments to the
zoning and subdivision ordinances.
Being no further business, Alstead, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 6:45 PM.
